Oracle's Fusion Claw Is Its Only AI Offering Available Now

Oracle's OpenAI launch at AI World 2026 is mostly undated: AI Workspace is coming soon, App Composer is in Limited Availability, and TPUs and Cerebras reach OCI in 2027. Fusion Claw's 25 agentic apps are the part you can buy now.

If you run Oracle Fusion or NetSuite, little of what Oracle and OpenAI announced on October 27 can be switched on today. Oracle AI Workspace, the ChatGPT front end to Oracle systems, is "coming soon" with no date. Oracle App Composer, which builds apps with Codex, is in Limited Availability. The Google TPUs and Cerebras systems arrive on Oracle Cloud Infrastructure in 2027. The part you can buy now is the 25 Fusion Claw agentic applications Oracle shipped a month earlier, and those run on Gemini and OpenAI models only. Plan your Universal Credits and your ChatGPT or Copilot renewal around that split.

Oracle co-CEO Clay Magouyrk shared the stage with Sam Altman at Oracle AI World in Las Vegas, which ran October 25 to 28. Oracle presented four OpenAI offerings as the first of the collaboration, aimed at employees, IT teams, security staff and founders. Your budget depends on the availability terms attached to each one.

Which Oracle and OpenAI Announcements Can You Buy Today?

Only the Fusion agentic applications are generally available. Everything else is undated, in limited release, or scheduled for 2027. Here is each item with the status Oracle or the trade press gave it:

Announcement What it is Status
Oracle AI Workspace ChatGPT plugins into Fusion, NetSuite, AI Database and OCI Coming soon, no date
Oracle App Composer Codex-built apps that Oracle deploys and runs on OCI Limited Availability
Oracle AI Security Mesh Managed vulnerability testing with OpenAI cyber models No availability stated
Oracle AI SMB Bundle $12,000 a year in Oracle cloud credits plus ChatGPT Business Eligibility-restricted
Fusion Claw agentic apps 25 governed agent apps in Fusion Available now (since September 29)
Google TPUs on OCI First TPUs offered outside Google's own cloud 2027
Cerebras on OCI Fast-inference systems 2027

For AI Workspace, Oracle says it will share more about availability and capabilities closer to launch. Oracle published no pricing for any of the four offerings beyond the SMB bundle's credits. Coverage of the launch found no general-availability dates or rollout timelines for any of the new products.

What Fusion Claw Gives You Now, and What It Costs

Fusion Claw is Oracle's governed runtime for agents inside Fusion: the model plans and reasons, and ordinary deterministic code does the calculations and posts the transactions. Oracle announced it on September 29 with 25 Claw-powered applications available now, which brought its agentic application portfolio to 75. The examples are specific. Ledger handles close readiness and accounting exceptions, Workforce Staffing builds staffing plans within labor-rule constraints, and others model shipping consolidation and sales territory plans.

On cost, Claw is included at no extra charge with Oracle's agentic applications product, but that product is a separate purchase from a standard Fusion subscription, and customers pay for AI units as work is completed, so the runtime costs nothing while the work it does is metered.

The model choice is narrower than "bring your own LLM". At launch Claw supports frontier models from Google Gemini and OpenAI, Oracle plans more but named none, and users cannot currently pick their own lower-tier open models. Verdict's report also names Gemini and OpenAI. The broader choice belongs to a different product. Oracle AI Agent Studio, updated in October 2025, supports OpenAI, Anthropic, Cohere, Google, Meta and xAI models for agents you build yourself. If your company has standardized on Claude, Claw's packaged apps do not run on it today.

The controls are the strongest part of the design. Customers set objectives, permissions, risk thresholds and approval rules in what Oracle calls an Enterprise Operating Envelope, and every completed task produces an "Outcome Receipt" listing the policies applied, decisions made and transactions executed. Claw runs in an isolated environment that keeps the model from directly updating Fusion business objects. Oracle did not publish measured cost savings or production results, and it expects customers to start with more human review and widen automation over time.

Does AI Workspace Replace Your ChatGPT Enterprise or Copilot Contract?

No, and not this year. AI Workspace has no date, and as described it runs on top of ChatGPT. It works through plugins in ChatGPT, so employees can pull Oracle data, complete approved workflows and act on Fusion, NetSuite, AI Database and OCI, while Oracle's applications validate the business rules and do the authoritative work. Oracle's examples are customer commitments, supply chain disruptions, financial variance investigation and cross-department onboarding.

The case for it is real. A finance analyst who already lives in ChatGPT would not need a second assistant to chase a variance in Oracle Fusion Applications, and Oracle keeps the approval chain it already enforces. Oracle also showed Fusion Companion, for working with Fusion through ChatGPT and other AI tools, which suggests Oracle does not want to tie Fusion access to a single assistant.

What the announcement leaves out matters for a contract. It does not say which ChatGPT tiers the plugins need, whether Oracle or OpenAI bills for them, or how the plugins fit with a Microsoft Copilot rollout. A plugin that runs inside ChatGPT assumes your staff have ChatGPT seats. If you renew ChatGPT Enterprise or Copilot before Oracle answers those questions, price the renewal as if AI Workspace does not exist. If it ships, you add it later.

Who Should Pilot App Composer?

IT teams with a backlog of small internal apps should ask for a Limited Availability slot, as long as they accept a new Oracle-specific layer. App Composer lets employees build enterprise apps with Codex without coding expertise, and Oracle handles deployment and operations on OCI. Apps connect to approved Oracle data and services, including OCI Kubernetes Engine and Autonomous AI Database, under enterprise identity, permissions, networking, audit and lifecycle controls. IT decides who can use each app, what it can reach, and which policy and cost limits apply. Fortinet security checks flag vulnerabilities during builds and updates.

Two details belong in your pilot criteria. App Composer supports APEXlang, a new Oracle technology that Oracle says avoids opaque, hard-to-maintain code. That is also an Oracle-only target, so test the export path before staff build anything you would mind rewriting. On that point Oracle says source, settings and history can be handed to engineering when an app outgrows its builder. Confirm that the handoff produces code your engineers can run somewhere other than OCI.

Codex already runs where your developers are. Oracle's pitch is the governance wrapper around it. Mahesh Thiagarajan, president of Oracle Cloud Infrastructure, said ChatGPT "allows anybody to build an application, deploy it, manage it". Your security team will want "anybody" defined and scoped before the pilot starts.

The SMB Bundle Excludes Most Oracle Customers

If you already run on Oracle at any scale, the bundle probably does not apply to you. It offers $12,000 in Oracle cloud credits a year, allocated annually for up to three years, with ChatGPT Business, AI Workspace, Codex, App Composer, OCI and NetSuite QuickStart. Eligible companies are verified, privately held, for-profit US businesses that are independent of a larger company. Oracle excludes government entities, nonprofits, crypto businesses, service-only consultancies, and existing Oracle customers that have received or consumed more than $250,000 in Oracle Universal Credits.

Usage beyond the credits is billable, and renewal needs an active business building or running on OCI with approved use of prior credits. Two of the bundled products, AI Workspace and App Composer, are themselves not generally available, so part of the bundle is a promise. For a subsidiary of a larger group, the independence test likely rules it out regardless of spend.

The New Chips Are 2027 Capacity

Plan for Google TPUs and Cerebras on OCI in 2027, not in this budget year. Google's TPUs will be available on OCI next year, the first time Google's AI chips are offered in another hyperscaler's cloud, and Oracle did not name the TPU generation. Cerebras inference hardware arrives in 2027 as well. SambaNova's SN50 units are coming with no date. Oracle also said OCI will run OpenAI's Jalapeño chip, with no specs, pricing or dates, and that it is not moving away from Nvidia GPUs.

The build-out has a balance sheet behind it. Oracle's capital expenditures were $55.7 billion in fiscal 2026 and could exceed $90 billion this fiscal year, against $664 billion in remaining performance obligations. On stage, Altman's advice to companies was to understand "the landscape of AI-related security threats and protect themselves". Oracle's product for that, AI Security Mesh, was described step by step and given no date.

If you run latency-sensitive inference and want a Cerebras option inside an Oracle commit, the 2027 date is the useful fact. Write it into the multi-year commit as a dated expectation. Do not count it as capacity you can draw down this year. Our earlier piece on batch-size-one inference sizing covers what to test when it lands.

What to Do Before Your Next Oracle Renewal

The rule for this cycle: pay only for what has a date, and get the rest in writing.

This Week:

  1. Ask your Oracle account team for the Fusion Claw price in AI units for the two or three apps closest to your pain (Ledger for close, Workforce Staffing for HR), and ask whether your current contract includes the agentic applications product.
  2. List which ChatGPT Enterprise, ChatGPT Business or Copilot seats come up for renewal before mid-2027, and mark each one "no AI Workspace dependency" in the renewal file.

This Month:

  1. Have your security lead review the Enterprise Operating Envelope and an Outcome Receipt in a sandbox, and decide which Claw apps may run in full-auto mode and which need review on every run.
  2. If you have a backlog of small internal apps, apply for App Composer Limited Availability with one low-risk app and a written exit test: can engineering run the exported code without OCI?

Before Renewal:

  1. Put AI Workspace, AI Security Mesh, TPU and Cerebras capacity in a separate schedule with dates and no committed spend, so an undated launch cannot absorb Universal Credits you have already budgeted.
  2. If your company has standardized on a model other than Gemini or OpenAI, get Oracle's roadmap for Claw model support in writing before you buy agentic applications at scale.

The Bottom Line

Oracle's Fusion agent push has moved quickly this year. We covered its first batch of agentic applications in April and OpenAI's arrival on Oracle Universal Credits in June, and by September Oracle had 75 apps and a metered runtime. The October launch extends that plan to the ChatGPT front end and the chips underneath. ERP vendors have announced platforms well ahead of shipping them before, and the risk for a buyer is the same each time: a roadmap item gets written into a multi-year commit and paid for before it reaches your tenant.

Fusion Claw is available and governed, and you can measure it. Price it now, run it with review on, and leave the other six announcements out of your renewal spreadsheet until Oracle gives them dates.
