It was founded by Jiquan Ngiam (CEO, previously Google Brain and Coursera), Vijay Vasudevan (previously Google) and Bozhi See (previously Brilliant Home and Shopkick); the founding team includes early Google Brain members who worked on TensorFlow, and the company is advised by Andrew Ng.
