ServiceNow AI Control Tower is a centralized governance layer that inventories every AI agent, model, dataset and prompt running anywhere in the enterprise, not only the ones built on ServiceNow, then attaches risk frameworks, runtime monitoring, access controls and cost tracking to each one. It is aimed at CIOs, chief AI officers and risk leaders who have lost count of their AI deployments and cannot evidence who owns them.

Use Cases

  • Shadow AI discovery
  • EU AI Act readiness
  • Agent cost control
  • Agent incident response
  • Board-level AI reporting

Ideal For

Best For

  • Building a single auditable inventory of AI agents, models, datasets and prompts spread across AWS, Azure, Google Cloud, SAP, Oracle and Workday
  • Evidencing EU AI Act and NIST AI RMF compliance using pre-built risk frameworks instead of maintained spreadsheets
  • Attributing AI spend and realised ROI back to business services and teams ahead of budget and renewal conversations
  • Governing third-party agents that connect into ServiceNow over Model Context Protocol via the new AI Gateway
  • Revoking a misbehaving agent's access in real time using Veza-derived access-graph visibility

Not Ideal For

  • Enterprises not already standardised on ServiceNow: the value depends on a well-maintained CMDB/CSDM, and getting there is a multi-year programme rather than a procurement decision
  • Buyers who need predictable, modellable pricing. Consumption is metered in 'assists' whose per-action values ServiceNow does not publish, and CIO.com quotes Info-Tech analyst Scott Bickley advising customers who cannot decipher the model that 'you should not be signing the contract'
  • Single departments or small teams wanting self-serve AI governance. There is no free trial, deployment needs multiple dependent plug-ins plus professional services, and timelines are measured in months
  • Engineering teams looking for prompt-level trace debugging and eval scoring. This is an executive control plane, not an LLM observability tool

Market Analysis

Enterprise-gradePlatform-native governanceRegulated industries

Pros

  • The only AI register most large enterprises can populate cheaply, because the CMDB already holds asset and ownership data
  • Real enforcement rather than documentation: real-time agent shutdown and access-graph visibility across 30-plus billion permissions
  • Regulatory frameworks ship pre-built, with five aligned to the NIST AI RMF and the EU AI Act
  • Named production references with numbers: Rolls-Royce reports 38,000 tickets deflected annually and resolution times down 34%
  • No longer a separate SKU, bundled into Foundation, Advanced and Prime tiers since April 2026

Cons

  • Assist-based consumption pricing is opaque; CIO.com quotes Info-Tech's Scott Bickley telling customers who cannot decipher it that 'you should not be signing the contract', and independent analyst Carmi Levy calling the layered usage fees 'an additional irritant'
  • Value collapses without a clean CMDB and CSDM; practitioners report that the ServiceNow AI deployments which struggle all struggle for that reason
  • Heavy to deploy: multiple dependent plug-ins plus professional services, months-long timelines, no free trial, and reported total cost of ownership of three to five times licence cost
  • Autonomous agents can consume assists in retry loops, making spend genuinely unpredictable rather than merely unfamiliar
  • Deep platform lock-in; for an enterprise not already on ServiceNow the entry cost is a platform migration
  • Independent practitioner reporting puts autonomous resolution rates at 10-20% of queries without escalation, below the 40-60% ServiceNow suggests is achievable

No list pricing is published. Since April 2026 ServiceNow has sold three AI-native tiers, Foundation, Advanced and Prime, with Now Assist, the Moveworks layer, Workflow Data Fabric and AI Control Tower bundled into all three rather than sold as add-ons. Consumption is metered in 'assists' drawn from a tenant-level pool, and a summarisation costs a small fraction of a multi-step agentic workflow; ServiceNow does not disclose per-action values or bundled pool sizes. Independent practitioners report total cost of ownership running three to five times the licence once an implementation partner is counted, and customer threads describe renewal quotes 50-100% above prior spend after the forced bundling.

ServiceNow AI Control Tower is the governance and command layer of the ServiceNow AI Platform, first launched in 2025 and substantially expanded at Knowledge 2026 in May, with the new capabilities entering Innovation Lab in May 2026 and reaching general availability in August 2026 as part of the ServiceNow AI Platform Australia release. It is organised around five pillars. Discover inventories AI assets across the estate through 30 new enterprise connectors spanning AWS, Google Cloud, Microsoft Azure, SAP, Oracle and Workday, and now extends to non-human identities and connected OT/IoT assets. Observe adds continuous runtime monitoring of agent behaviour with live metrics and alerts, built on ServiceNow's acquisition of Traceloop, replacing periodic audit sampling. Govern applies AI-driven risk and impact assessment across agents, models, datasets, prompts and classic machine-learning models, and ships five risk frameworks aligned to the NIST AI Risk Management Framework and the EU AI Act. Secure draws on the Veza acquisition to map access relationships across human identities, non-human identities and agents at the scale of 30-plus billion fine-grained permissions, with real-time agent shutdown. Measure provides cost tracking and ROI dashboards that attribute model and agent spend back to teams and business services. A new AI Gateway governs how third-party agents connect over Model Context Protocol. The inventory rides on ServiceNow's CMDB and CSDM, so AI assets map to business services and named owners. ServiceNow (NYSE: NOW), founded in 2003 and headquartered in Santa Clara, reported $13.28 billion in 2025 revenue and around 29,000 employees; it says 85% of the Fortune 500 run on its platform. Since April 2026 AI Control Tower is bundled into all three AI-native tiers rather than sold as a separate add-on.

Ideal Buyer

The CIO or chief AI officer at a large enterprise already standardised on ServiceNow, who has to answer an auditor asking how many AI systems the company runs and who owns each one. The CMDB and CSDM already hold the asset and ownership data, so this is the cheapest credible way to populate an AI register.

Key Benefit

One audited inventory of every AI agent, model, dataset and prompt in the estate, each entry carrying a risk assessment, a runtime kill switch and per-team cost attribution.

Key Features

  • Discover

Finds AI assets across 30 new connectors covering AWS, Google Cloud and Azure plus SAP, Oracle and Workday, and now extends to non-human identities and OT/IoT devices.

  • Observe (Traceloop)

Continuous runtime monitoring of agent behaviour with live metrics and alerts, built on the Traceloop acquisition, replacing periodic audit sampling with always-on telemetry.

  • Govern

AI-driven risk and impact assessment across agents, models, datasets, prompts and classic ML, with five risk frameworks aligned to NIST AI RMF and the EU AI Act.

  • Secure (Veza access graph)

Maps access relationships across human identities, non-human identities and agents at 30-plus billion fine-grained permissions, and can shut a rogue agent down in real time.

  • Measure

Cost tracking and ROI dashboards that attribute model and agent spend to teams and business services, which is the pillar analysts called the most useful.

  • AI Gateway

Governance layer between third-party agents and MCP servers, controlling which connections are permitted, how they authenticate, and logging activity in real time.

  • Evaluation Suite

Structured evaluation of AI output quality, which ServiceNow says 150-plus customers have used across roughly one million AI interactions.

Use Cases

  • Shadow AI discovery

Enumerate every model and agent already running across cloud and SaaS estates so governance starts from a real inventory rather than an internal survey.

  • EU AI Act readiness

Classify AI systems by risk tier and hold the evidence, owners and controls in one auditable record ahead of enforcement deadlines.

  • Agent cost control

Set per-team quotas and watch assist consumption so an autonomous agent stuck in a retry loop cannot quietly burn a quarter's budget.

  • Agent incident response

When an agent misbehaves, use the access graph to see everything it can reach, then revoke its access in real time.

  • Board-level AI reporting

Turn programme activity into ROI dashboards; ServiceNow says it tracked 1,600 internal AI assets and $500M cumulative value this way in 2025.
