Three in four boards (74%) have approved major AI investments, yet 48% have not set AI governance expectations and 46% have not integrated AI risk into ongoing board or committee oversight. Strategy gaps are blocking ROI at scale. Seventy-three percent of operations leaders do not have a fully developed and implemented AI strategy. Super-users are also around three times more likely to have received both a promotion and a pay raise in the past year.

When a senior marketer discovers the exact data combinations that predict campaign success, that methodology stays in their head instead of becoming a repeatable workflow anyone on the team can execute. They start where the evidence is easiest to build and scale what works.
COOs, CFOs, CIOs, and CTOs align on AI accountability. Inside many organizations, COOs overseeing AI-affected operations are discovering governance gaps that CFOs are not funding and that CIOs and CTOs are not surfacing. A lack of C-suite alignment slows progress and escalates risks. Leading organizations establish clear ownership: who owns outcomes, what happens when something goes wrong, and who is accountable for AI-driven decisions.

Boards at leading organizations do not just approve AI investments—they set governance expectations, integrate AI risk into ongoing oversight, and hold executives accountable for proof of performance. Fewer than half of boards surveyed have made AI risk a standing agenda item for board or committee oversight. From a technical leadership perspective, governance is not a barrier to AI deployment—it is the infrastructure that makes deployment defensible at scale. Organizations with strong governance confidence are ten times more likely to pass an independent audit than those without (74% versus 7%).
The organizations pulling ahead have built governance infrastructure that gives their leaders the confidence to scale AI decisively. The rest are inheriting risks they cannot see and outcomes they cannot prove. The gap between the two is not narrowing—it is compounding with every ungoverned AI deployment.
Where the gap is widest: Among organizations still piloting AI, none of the 28 respondents in the "early AI exploration" stage were very confident they could pass an independent AI governance audit. Proof at the earliest stages is not low—it is nonexistent. Organizations do not drift into governance confidence. They build it deliberately.
What happens next: Fifty percent of operations leaders say they need formalized AI strategy or governance to improve in the next six months. Planning to build a strategy is not the same as building one. The organizations that move now are already pulling away from those that wait.
