For CIOs and CTOs: Stop measuring AI success by deployment velocity and start measuring it by workflow impact. Instrument your systems to track task completion rates, manual workarounds, and shadow AI endpoint access. Build role-specific adoption playbooks with worked examples and exact prompts—don't outsource this to generic corporate training modules that optimize for completion rates rather than competency. And create fast-track governance processes for departmental AI tools that meet baseline security standards; blanket prohibition drives usage underground without eliminating risk.

For CHROs and Change Leaders: The trust gap is a cultural and incentive design problem, not a communication problem.
